A building job is priced from quotations, not from an average. The tool on this site adds the lines you name and the amounts you put on them. An empty line stays empty. The site does not insert cement, labour or a tax.
Surface, length times width, is a separate calculation. It becomes a cost only when you type a price yourself. The site does not know the price of a built square metre in a wilaya.
The total is therefore the total of your figures. It does not say whether a quotation is complete, whether a permit is required, or what a contractor ought to charge.
